Even if you were to combine Cover 1 and Cover 3, that's only a little over half of the time.

The Steelers also run Cover 0, 2, 2Man, 4 and 6 almost half of the other time which means single high safety isn't "all they play for coverages".

68% of defensive snaps is the number I've repeatedly heard and read. Tops in the league.

I'm gonna guess a significant portion of those remaining snaps were not coverage situations since the only ran two high a bit less than 18%.
