I’m too uninformed to really know specific players but I figure they go:
DL or QB in round one based on how deep into the pool each position has gotten.
Third round almost has to be a RB or WR.
Fourth round is another DL or QB (whichever they’ve not done yet).
Fifth round is a DB.
Sixth round is a developmental OL. They almost always take one.
Round 7 best athlete available.

I don't like it, but this is what I think they will do. If Sanders is there, they won't pass on him Imo.
A QB will be drafted somewhere. I also believe they'll find a way to add another pick somewhere between day 2 and before their 4th round pick.
I think you are right that if Sanders is there at 21 he will be the pick. I see the Titans, Browns, Giants, Raiders, Saints, and Steelers as teams that it would not shock me if they take a QB in round 1. Outdoor stadiums that are more likely to have bad weather tend to take stronger arms. Dome teams have the luxury of just take the best one in their opinion.
But I have no idea how this draft will fall.
