That's not true. Not even close.
Here is a link that gives advanced quarterback stats.

Look at the headers under "Pressure". Then look at the sub category directly under that listed as "PKT Time". Click on "PKT Time" and it will list all the quarterbacks in order of time in the pocket.
The quarterback that had the most time in the NFL between the snap and the throw or pressure was Jalen Hurts at 2.7 seconds.
Justin Fields tied for 3rd most time in the pocket at 2.5 seconds. Third most time in the NFL.
Russell Wilson tied for 13th most time in the pocket at 2.4 seconds. Tied for having the 13th most time in the NFL to throw the ball.
Both quarterbacks had above average time to throw the ball from the pocket. Russell Wilson holds the ball and takes a ton of sacks trying to make big plays. It's just who he is at this point. Russell Wilson isn't very good unless you single cover the outside receivers in man coverage. Other than that, he struggles to execute an offense. In fact, he refuses to run the offense the way it is designed with the built-in check downs and throws to the tight ends.
