I think the main reason most of us are interpreting it the way we are is not because your main point was wrong, it’s because you are exactly right: it would be weird to hire someone from the outside only after the draft when Colbert officially steps down.
So I guess I chose to interpret it with the base assumption that the Steelers wouldn’t actually do something that made little sense.
If I had to guess, they’ll probably promote from within to ensure the most seamless transition. But if they do hire an outside guy, I think it would only make sense for them to hire someone now to work hand in hand with Colbert until he leaves. For the specific reasons you pointed out.
I think both work just as well. It's not like they're sitting in a room trying to figure all of it out by themselves. A guy that is strong in player eval will have more than 1 bean counter in his office pool. He will also not be the only evaluator in that office pool. I think Colbert is/was a pretty darn good evaluator but he keeps a guy like Brandon Hunt nearby. I also think he has a knack for cap numbers but he still has Omar Khan on speed dial. It's a team effort. Just have to decide who is the better GM.

It is a very long way of saying that Steelers may return to how they were run at the beginning of the Colbert era and during most of the prior one(s) as well.
Hunt would be "director of football operations" and Khan stays in the same title (vice president of football and business administration) with additional unspecified responsibilities. Both reporting to ownership.
