They wanted to make sure there was time on the clock so the Bengals wouldn't go for it on fourth down or let the clock run down and throw a hail mary. If they didn't make it, the Steelers would have time to try to do something so Bengals just punted.
I'm just stunned at the lack of involvement of the TEs in the passing game. You'd think Rudolph would be dumping off to McDonald and Vannett on a regular basis.

They won’t. Danny Smith is still here and all the injuries give anyone on the coaching staff a pass...even though the offensive game plan in general and by design looks like a middle school coach drew it up.
