By the way, even if it's in the preseason, it's not safe for the players (especially players who have to play well to make this roster or another NFL roster) to play a Thursday night after playing Sunday night 4 days before and that with 2 games on the road.
And in addition, the opponent will be more fresh since the Panthers played only last Thursday.
This is a dangerous situation for the health of the players who must play well in his 2 games to make an NFL roster, but Goodell do not care about the players safety, especially for players like that!
