Since I wasn’t watching the Bucs, did he outplay White? Just curious.
Here, this basically confirms what I said. I guess White wasn’t on the field much so it isn’t that fair of a comparison.
For some reason I like that the two Devin have become friends and are pulling for one another.

STEELERS vs. BUCCANEERS: Steelers LB Devin Bush
Drafted: Round 1, No. 10 overall
GRADE: A-
The Steelers' No. 1 pick is better than advertised as a disruptive force between the tackles. Bush is a Tasmanian devil within the box, exhibiting a combination of speed, quickness and burst that enables him to track down runners quickly on off-tackle runs. Additionally, Bush shows the athleticism, quickness and instincts to be effective in coverage between the hashes. Bush didn't get a perfect score because he fell off a few tackles and didn't produce a game-changing splash play during his time on the field. While the highlights were certainly spectacular, No. 55 needs to continue to work on his angles in pursuit to eliminate any missed tackles.

Gregg Rosenthal
On the upswing
Devin Bush, the next great Steelers linebacker: Asking a rookie to call plays in the huddle, not to mention live up to the tradition of Steelers inside linebackers, is usually asking too much. However, Bush looks fully assembled straight out of the box. He flew around the field in the preseason opener against the Bucs, dominating the backups around him like a plus starter should. In just one half, he recorded 10 tackles, including five "stops," a Pro Football Focus stat measuring solo tackles that constitute an offensive failure. Because of the position he plays and the opportunity in front of him, he's my early favorite for Defensive Rookie of the Year.

Brian Baldinger On Devin Bush’s Steelers Preseason Debut: ‘He Was All Over The Field’
By Dave Bryan
Posted on August 12, 2019
Pittsburgh Steelers rookie inside linebacker Devin Bush had a great preseason debut Friday night against the Tampa Bay Buccaneers as the team’s first-round draft pick out of Michigan recorded 10 total tackles in the 40 total defensive snaps that he played. While our very own Alex Kozora has already done a great job of breaking down Bush’s play Friday night via the television tape, since then Brian Baldinger of the NFL Network has done the same via the all-22 tape that we are not privy to during the preseason.
