The announcer has no clue... for it to be a legal forward pass, only any part of the body has to be on or behind the line of scrimmage. Does not count where the ball is.

No, that was 100% clean. One foot behind the Line of Scrimmage is enough.
Well... maybe back in the day the rule was different. But as for rules, I basically only trust in Fox' Mike Pereira and Dean Blandino (their "Last Call" videos are great if you're interestend in the rules in-depth).
But the forward pass/line of scrimmage thing is something Fouts REALLY should know, that's not even rare.
