One way this makes sense. It is the first in a series of connected moves:
1. Sign Slater
2. Cut DHB
3. Draft a WR or 2
I fail to see how you can roster both Slater and DHB at the same time. That would mean the only functional WRs on the entire roster would be the "starting" 3 with no credible back-ups anywhere to be found. That would be irresponsible to say the least.
Slater will be 33 at the start of the season. James Summers will be 24 and does everything Slater would bring, IMO.

I would still draft a WR this draft. AND I would still draft a RB this draft.
Seems he left without a contract, not a good sign of him signing here.
