The choice is down to J.T. Barrett and Cardale Jones.

IMO it should go to Jones. Nothing against Barrett because he had a great regular season leading up until his injury, but his games were against average team nothing close to the caliber of Wisconsin, Alabama, and Oregon who Jones had solid games against.

I'm pretty sure Jones can sling it all over the field against the likes of Kent State just like Barrett can, on top of the fact he showed he can manage a game against the likes of 3 top 10 teams in the country in the Big Ten Championship, Semi-Finals and National Championship.
