Did he also not pay a "partner" in a bar or some sort of business $4500 or something like that? If he can't pay that with all the money he made, then it doesn't surprise me about him not paying for the number.

Also, if Feagles gave up the number before payment, he deserves what he gets. But I thought that Burress paid for his kitchen in his house. Also, is this the same guy that chose number 18 b/c of his years in the league, so when he sold the number he simply chose number 19?
