I have always been of the mindset that the #4 receiver position should be a young prospect, learning the playbook and preparing to move up.
I hate wasting that slot on a player who is on the decline.

Between Brown, Wheaton, Bryant, and whoever gets WR5, that's four young players already. If the choice for WR4, considering the load of young WRs we have already, is between Santonio, DHB, and some late rounder or roster cut... easy choice IMO. Not saying Santonio will happen but it's not like the position is aching for young potential, we can afford, and probably would benefit from, staffing with a vet.
Linsfranc injury that has pretty much ruined him + locker room cancer + has done very little since being traded to the Jets= no thank you. It will be very sad if Tomlin lets Sansmokio back to the locker room after he got himself kicked out in the 1st place, especially since he hasn't done anything to warrant returning to the Steelers since he got himself kicked out
#4 WR needs to play STs and I don't see Santonio doing that.
