This explains why they were approved by the refs at the start but were illegal at the half. This is on the NFL for not thinking through their rules properly and

The original story said early in the second half was when they tested the ball that the Colts intercepted. I don't think they tested (or re-inflated) any of the others until after the game. So he probably couldn't tell the difference, because they were still deflated.

Story is that there were 24 balls chosen for each team. The refs took out the 12 questionable balls and replaced them with the other 12. Which were properly inflated.
