He led with his helmet, which is what made the hit illegal. It was an iffy call. I don't think that he should've been fined for it though. The fines in the NFL are just ridiculous.

You try a normal tackle, you run the risk of bonking heads with the quarterback, and then - personal foul, 15 yards and a fine.
So you try to tackle in the body and you lower yourself, and guess what, unless you're doing the limbo, your head and shoulders are going to be in front. You physically cannot lower yourself while running and keep your torso straight up and down. Nope - leading with the helmet, personal foul, 15 yards and a fine.
Go lower than that, nope - targeting the knees, personal foul, 15 yards and a fine.
Basically the only thing you're allowed to do to the quarterback and be guaranteed not to draw a flag is a shitty arm tackle - but not too hard, and not if you're running too fast. It's pathetic.
