Porter and others have said that Harrison's snaps will be "limited" and "managed". That ain't what you do with the "starter" it is what you do with a specialized role player.
Not that Jones is better, but that no one cares if he stays fresh. Likely Jones is the nominal "starter" with Harrison coming in w/ a pass rush package.
Dupree may very well work his way into that role over Moats as well. In the Packers game, Harrison and Dupree were on the field together I bit (@ least I think that actually happened) and it seemed to "work".
Run the legs off Jones into a brick wall. He won't get a second contract from the Steelers.

Shows Jones/Moats as outside starters.
IMO, I don't think they know who to start. I wouldn't be surprise if they screw with the chemistry of the team throughout the game.
Jarvis Jones should not be starting. He has yet to earn it, but as usual the coaches feel draft status trumps skill. Should Jones be on the team at all? If he was a 5th round pick would be still be here? Chickillo showed more ability than Jones.
