Why so many LB tryouts?

I wonder if some of these player moves are just to get the "right" # of guys for whatever drills and scrimmages they want to run? I've read things before about how teams will do that throughout the course of the preseason in response to injury or even a desire to save wear and tear on the starters. So maybe Elliot knows the team a bit and how they practice...so swap out Lewis (maybe he hasn't impressed) with Elliot to sharpen the practice sessions?
