Because Baltimore is willing to pay for it.

Over Half of the teams in the AFC will be without a franchise quarterback in '20, and the Ravens see their Super Bowl window to win now (Which is doubtful considering Vick II at QB).

Yes, give them to the Patriots. We were one and done in the playoffs last year. Gronk is long gone. No one knows what Brady is up to? We don't have a receiver to stretch the field. Give us your players.
