There are numerous reasons why this years Steelers are likely to be on the outside looking in at the playoffs. The biggest one that they could have controlled is likely turning over the ball. The currently sit at -10, which puts them at 28th in the league. The other teams around them are a "who's who" of bad football teams who are all missing the playoffs except potentially the Eagles. Most people would probably rank the Eagles and Steelers as the most surprising, disappointments this year and turnovers are likely the biggest reason for that.
