The current Collective Bargaining Agreement bars teams from practicing in full pads until training camp, but the Ravens may have violated that rule during their recent rookie minicamp.

Jamison Hensley of ESPN.com reports that the NFL is investigating (http://espn.go.com/nfl/story/_/id/15565686/nfl-investigate-baltimore-ravens-illegal-full-pad-practice-rookie-minicamp) the Ravens for using full pads during a session at that camp. A team official told Hensley that the Ravens are not aware of any investigation by the league, but said that there was “a five-minute period” during one practice that saw players in full pads during a non-contact punt drill.........

It's a sad time when players practicing in pads in being investigated and covered as news...

If the players are willing to suit up then suit up IMO. If opposing players don't want to practice in pads because they don't have to per their CBA and because they're lazy then the edge goes to the team willing to work harder.

Steelers got nailed for the same thing back in 1978 (https://news.google.com/newspapers?id=rzIcAAAAIBAJ&sjid=O1gEAAAAIBAJ&dq=john-clayton&pg=6910,207658&hl=en).

Wound up costing them a draft pick in 1979, to boot. Of course, the NFL actually had a real commissioner then...

There has to be a rule because any player that was trying to make the team but was too much of a pussy to put pads on when everyone else was would be cut.

Don't care if there is a rule or not but teams can not be left to their own discretion here. That wouldn't work. Steelers who could get away with not practicing in pads voluntarily are Ben, AB, Timmons etc. rookies and backups would likely be out of a job hence the rule.
