Holy crap, how awful. I wouldn't wish that to happen to anyone, not even Tom Brady. Hope he comes out of it play. My most hopeful and positive thoughts go to his family and loved ones.
Miami Gardens used to be a nice neighborhood of middle class working people. Now it is a Caribbean ghetto that should be turned into a parking lot. Opa-Locka just to the west is worse.

The man had an angel on his shoulders. 2 shots to the head but in stable condition? Hope he gets well soon
Does the NFL still follow concussion protocol?

You're not kidding. Then again, it's pretty amazing what modern medicine can do anymore. Heck, there's even a chance he might yet play in the NFL again, depending on where in the head he was hit and the type of damage.

Edit - I think the other guy in the car deserves to be mentioned.
There were three others in the victims’ car, including two children, Miami Gardens police spokesperson Doretha Hall said in a statement, “when the vehicle arrived and opened fire.” Reeves, who was behind the wheel, reportedly shielded the children in the back seat and was seriously injured.

I don't know Antwan Reeves from Adam, but that, ladies and gentlemen, if everything is as they said it was, is how a man reacts. (Note, my guess is Stedman was on the far side and probably couldn't get move to protect/got shot too quickly to do anything, so this post isn't anything negative against him).
