I'm not trying to act all PC here or anything, but I think that guy has gyno (gynecomastia, maybe?). I knew someone who developed that. It's basically man boobs but you don't have to be fat to get it. A number of things can cause it. If you gain weight and lose it rapidly sometimes the tissue doesn't stop growing above your chest muscles. I think that's one of the major causes. It costs thousands of dollars to have surgery to stop the condition. I could be wrong, but I'd guess that kid developed it and either doesn't have the means to change it or just doesn't care to.
