At a time when the Ravens have signed cornerback Lardarius Webb to a long-term deal and, according to G.M. Ozzie Newsome, are possibly heading in that direction with running back Ray Rice, a source with knowledge of the situation tells PFT that no progress is being made between the Ravens and quarterback Joe Flacco.
Earlier this week, G.M. Ozzie Newsome said that the team is making progress with Rice, whose rookie contract has expired and who has not signed the franchise tender. Newsome also said that talks are ongoing with Flacco, but we’re told those talks are going nowhere.

He is not a top priority because he contributes little to that team's success. QBs like Jason Campbell, Kyle Orton, Matt Moore, Rex Grossman etc. could make the playoffs every year. In fact his choking jobs like his choke job against Pittsburgh in the 2010 playoffs have held the team back

I hate that the Ravens are being smart, but I have to give credit where it's due.
Bert has won a lot and he has his moments like any average QB, but the Ravens don't win because of him. He is not the centerpiece of the offense. As said, Ray Rice is "the man" in the Ravens Offense. When he doesn't get his touches, they lose.

If I were in their shoes, I'd say to him, "Listen. You're basically Alex Smith. Sign the same deal he got, which is fucking generous for a QB of that level, or you can go play for the Jaguars or Dolphins."

The Ravens remember those stinkers against the Seahawks and Jaguars where they put the game solely in Flacco's hand and he lost the game for them. If not those games, it is the games he single-handedly lost for them in 2010; the 4-interception stinker in a loss to a godawful bungles team, the fumble against the steelers in the regular season then the short-armed incomplete pass to an open receiver that clinched it for the Steelers, and then his two turnovers in the divisional game that helped the Steelers grab a lead and eventually win the game. Flacco is a liability and is holding this team back. He is Baltimore's less mobile version of Kordell Stewart

Don't forget his stinking up the joint against Houston in the playoffs. His own teammates called him out after that game despite winning.

I think I'm hoping for a nice, long disruptive contract fight. A camp hold-out...lots of distractions, both parties flaming each other publicly, the Rat players taking sides and arguing privately and in public about it. The longer, louder, uglier and more devisive the better...

Ray Rice is technically not under contract. He has been hit with the franchise tag, but he hasn't signed the tender so technically he is a free agent. He doesn't have to show up to mini-camps, meetings, offseason conditioning programs, training camp, or games preseason or regular.
The Ravens know that he has absolutely no intention of singing the tender of the franchise tag. He would rather sit out a season than play under the tag. Look at what happened to Adrian Peterson and Rashard Mendenhall last season with torn up knees. But the Ravens know that they NEED him if they want to win games, make the playoffs, and win a Super Bowl. So he's their top priority to sign.
When Joe Flacco removes his head from his ass, then the negotiations will heat up for a contract extension for The Unibrow. But if he's seriously asking for Brady/Manning money...then he's never going to get an extension...and nobody will give him a second contract. He's a good quarterback as long as you're asking him to manage the game most of the time. He's going to have his moments where he makes big plays...even JaMarcus Russell made some big plays to win games, but I wouldn't build an offense where he's the focal point.

That's the one part I disagree with. Nobody has ever sat out an entire season instead of signing the franchise tag, and nobody ever will. Because if there's one thing that's sure to kill you worse than the risk of injury on a one-year contract for about $10M, it's passing up that $10M, pissing off your entire organization and fan base, and who knows if you'll ever get a starting job back after a year out of the league because that's how fast things change. Not to mention earning yourself a leaguewide label as a liability and a me-first primadonna that will put you behind the 8-ball, contract negotiations and otherwise, for possibly the rest of your career.
Rice played last season on a one-year deal for about $560K. The great majority of players end up playing out some sort of de facto "one-year deal" at some point early in their careers, only they get paid a whole lot less than the franchise tag. Rice is not going to hold out over this if he didn't last season. He might be unhappy, sure. But the franchise tag is pretty much set up to guarantee that you are paid handsomely for whatever risk or unhappiness you incur, and you would be an absolute t/fool not to accept it.
Anyway, my rant about Rice notwithstanding, everything you said about Flacco was spot-on. Like so many others, I hope the Ravens are foolish enough to break the bank for him, though.
